Both files hold the HSK 1 list exactly as it is on this site: 150 words, each with its pinyin, an English meaning and a real example sentence with its own reading and translation. The Anki deck is for spaced repetition on any device; the PDF is for printing or reading offline.
One note per word, two cards each: recognition (hanzi on the front) and recall (meaning on the front). Every card shows the example sentence on the back, and the notes are tagged by level. Re-importing a newer deck updates your cards instead of duplicating them.

For your own study, yes, on as many devices as you like. The word list and glosses carry their sources' licenses (see the attribution on the list page); the example sentences are Lock&Learn's own. Please do not republish the files or bundle them into another product.
Yes. The .apkg format is Anki's package format and opens in Anki on desktop, AnkiDroid and AnkiMobile. If you do not use Anki, the PDF holds the same words, or read the list on this site where Flashcards mode hides the meanings for you.
When the HSK 1 list changes on this site, the files are rebuilt with it. Re-download and import the deck again: the cards keep their review history because every note has a stable id.
